Top hats are a special case, i feel, hatwise.
To get a really good one, nowadays, you'll still pay upwards of $200. Cheap cheesy ones are a dime a dozen, and look it. And, i think most costume collections have a fair number of old toppers (from donations and bequests, usually) in fairly poor condition--suitable perhaps for the Artful Dodger, but not much else.
For Pride & Prejudice, one of my (many) hat projects was to take an old damaged topper and remake it to look top-quality and new.
